Paramedic Descriptions

At Peterborough County-City EMS there are two levels of Paramedics who provide emergency medical care to the community:

  • Primary Care Paramedics (PCP)

  • Advanced Care Paramedics (ACP)

Both levels of Paramedics are able to provide basic life support, as well as controlled medical acts. Controlled medical acts, are advanced medical procedures which are delegated to the Paramedic by the Emergency Room Base Hospital Physician. The Base Hospital maintains direct medical oversight of these controlled acts.

Primary Care Paramedic (PCP)

The Primary Care Paramedic is a graduate from a community college Paramedic Studies diploma program. The two year college program emphasizes anatomy, physiology, pathophysiology of disease and traumatic injury, pharmacology, and patient care. Once the college program has been completed, a candidate must pass the Ministry of Health and Long-Term-Care, Emergency Health Services Branch. exams . Once employed, the paramedic must obtain Base Hospital certification in controlled medical acts. During each year of employment the PCP must complete 8 to 24 hours of continuing medical education.

The emergency patient care provided by the PCP includes basic life-support skills, such as cardiopulmonary resuscitation (CPR), patient immobilization, oxygen therapy, basic trauma life support, & the controlled medical acts below: 

Semiautomatic External Defibrillation

Epinephrine (SC, IM, Nebulized)

Glucometry-capillary blood sampling Glucagon (SC, IM)
Pulse Oximetry Nitroglycerin Spray (Sublingual)
12 lead ECG acquisition Ventolin (Nebulized/Atomized)
ASA (PO) End Tidal C02
Oral Glucose Administration Laryngeal Airway Insertion

Advanced Care Paramedic (ACP)

The Advanced Care Paramedic, must first have the above PCP training and certification. The ACP candidate must then attend and successfully graduate from an accredited Advanced Care Paramedic studies diploma program. Once this is completed, the ACP must participate in Base Hospital certification and orientation training. During each year of employment, the ACP must complete 24 to 48 hours of continuing medical education.

Advanced Care Paramedics are certified to perform the following controlled acts:

Oral / Nasal intubation and extubation

Established & Maintain peripheral IV lines.

Oral intubation via Eschmann tracheal tube introducer Use of central venous access devices
End tidal C02 monitoring Use of Magill Forceps
Establish & Maintain Intraosseous Lines (pediatric patients) Pulse Oximetry
Needle Thoracostomy Manual & Semiautomatic External Defibrillation
Laryngeal Airway Insertion Valsalva maneuver
Carotid Sinus Massage ECG Dysrhythmia Interpretation
Medication administration: IV, IO, ETT, IM, SC, PO, SL, PR, IN, Drip Infusion, Topical Spray, Nebulized/Atomized 12 Lead ECG Acquisition
Glucometry (capillary & venous blood sampling) Transcutaneous Pacing
Synchronized Cardioversion Establish Intraosseous Assess
Taser Probe Removal
